If you want to stay in Turkey longer than your visa allows and you are not a student or an employee, you will almost certainly end up applying for a Turkey short-term residence permit. In Turkish it is called kısa dönem ikamet izni, and it is by far the most common permit held by foreigners in the country
It covers property owners, retirees, people in Turkey for medical treatment, recent graduates and, with growing restrictions, tourists who simply want a longer stay. We handle these files every week, and the rules on paper are only half the story. The other half is how provincial offices apply them in 2026
Who can apply for a short-term residence permit
Article 31 of Law No. 6458 lists the purposes that qualify. The most common ones we see are these
- Owning residential property in Turkey
- Tourism, meaning a longer stay without working
- Establishing business connections or trade
- Medical treatment that is not in a contagious category
- Attending a Turkish language course (a limited number of times)
- Graduates of Turkish universities applying within six months of graduation
- Foreigners investing in Turkey without needing a work permit
- People in scientific research or in-service training
The purpose matters because your documents must prove it. A property owner brings the title deed, a patient brings hospital letters, and a graduate brings the diploma. Applying under the wrong purpose is a quick way to get refused

Tourism permits in 2026: what changed
A few years ago a tourism permit in Istanbul or Antalya was close to a formality. That is no longer true. Offices now look closely at why a “tourist” needs a year in the country, and repeat tourism permits are frequently refused. In our experience a first tourism permit is still possible, often for a shorter period, but people should not assume it will be renewed
The second big change is closed neighbourhoods. PMM stops new residence registrations in mahalles where the share of foreign residents passes a set limit. Hundreds of neighbourhoods in Istanbul, Ankara, Antalya and other cities have been closed this way. Before you sign a lease, check that the address is open for foreigners, otherwise e-ikamet will simply not accept it
Documents you need
Each purpose has its own extra papers, but the core file looks like this for most applicants
- The e-ikamet application form, printed and signed
- Passport with copies of the photo page, last entry stamp and visa or e-visa
- Four biometric photos with a white background
- Proof of address, usually a notarised rental contract or a title deed
- Health insurance valid for the whole permit period (private or SGK)
- Proof of sufficient funds, such as recent bank statements
- Receipts for the permit fee and card fee
- Purpose-specific documents, such as a title deed, hospital letter or diploma
Rental contracts are a frequent weak point. A handwritten agreement or a contract that is not notarised may not be accepted. Our guide on renting a flat in Turkey as a foreigner explains how to get a contract that works for the migration office
Health insurance and fees
Insurance must meet PMM requirements, and many private insurers sell a policy designed for residence permits. Applicants under 18 and over 65 have special rules. Fees are made up of a permit fee that depends on your nationality and the length requested, plus a fixed card fee. Both change every year, so check the current amounts in the e-ikamet calculator rather than relying on old blog posts
How to apply step by step
You must apply while your legal stay is still valid. Most people enter on a visa-free stay or a Turkish e-visa and start the residence process shortly after arrival
| Step | What you do | Tip |
|---|---|---|
| 1. Register the address | Sign a lease and make sure the mahalle is open | Do this in your first two weeks |
| 2. Buy insurance | Get a policy that meets PMM rules | Keep the policy PDF and receipt |
| 3. Apply on e-ikamet | Fill in the form and choose an appointment | Use your passport name exactly |
| 4. Pay fees | Pay at a tax office or bank, or online | Fees differ by nationality |
| 5. Attend the appointment | Bring originals and copies | Arrive early, offices are busy |
| 6. Receive the card | The card is posted to your address | Track the delivery online |
After applying you get a document showing that your application is in progress. That paper lets you stay legally while the file is reviewed, even if your visa runs out in the meantime. Don’t leave Turkey on it without checking the rules first, because re-entry can be a problem
Short-term permit by property ownership
Buying a flat is still one of the most reliable routes, but there is a minimum value. Since late 2022 the property generally has to be worth at least $200,000 in metropolitan cities like Istanbul, Ankara, Izmir and Antalya, and at least $75,000 elsewhere. Family members can be included in the application. For the full process, read our guide to residence through property purchase

Our residency team checks your purpose, address and documents before you submit, so you avoid refusals and wasted fees
Renewing your permit
Renewal is done through e-ikamet in the 60 days before your permit expires. Don’t wait until the last week. If the permit expires before you apply, you lose the renewal right and may face a fine or an exit requirement
At renewal the office checks that you have actually lived at your address and used the permit for its stated purpose. Long absences abroad can raise questions, and a tourism permit renewal often needs a convincing reason. Some people switch categories at this point, for example after buying property or starting a company
Graduates and language learners
If you finished a degree in Turkey, the graduate permit gives you up to one year to look for work or plan your next step, as long as you apply within six months of graduating. We explain the options in our article on staying in Turkey after graduation. Language course permits are capped, so they are not a long-term solution
Common reasons for refusal
Most refusals we review come from a handful of issues. The address is in a closed neighbourhood. The purpose is vague, especially for repeat tourism applications. The insurance policy does not cover the whole period. Bank statements show a balance that appeared the day before the appointment
A refusal is usually followed by a notice to leave Turkey within a set time, often around ten days. You can appeal or reapply with a better file, but take advice quickly
Short-term permit and your long-term plans
Years on a short-term permit count in full towards the long-term residence permit, which needs eight years without gaps. If you think you might stay in Turkey for many years, treat each renewal as part of that timeline
A sensible first step this week is to confirm your purpose and check whether your planned neighbourhood is open. Once those two things are clear, the rest of the file is routine, and our team can review it before your appointment
Frequently Asked Questions
How long is a Turkey short-term residence permit valid?
It can be issued for up to two years at a time, but offices often grant one year or less, especially for tourism purposes
Can I work on a short-term residence permit?
No. Working requires a work permit, which also serves as a residence permit
Can I apply after my visa has expired?
No. You must submit the application before your legal stay ends. Applying after an overstay usually leads to a fine and possibly a ban
Can my family get a permit through mine?
Your spouse and children can apply for a family residence permit based on your status, or be included in a property-based application
What happens if my neighbourhood is closed?
You will not be able to register a new address there. You need to choose a flat in an open neighbourhood before applying
