After a few renewals, most foreigners in Turkey start asking the same thing: is there a permit that simply doesn’t expire? There is. The Turkey long-term residence permit (uzun dönem ikamet izni) is the closest thing Turkey has to permanent residency, and once you hold it you stop booking renewal appointments every year or two
It is also one of the least understood permits. People mix it up with citizenship, assume every year in Turkey counts the same, or apply too early and lose months. Below we explain how the eight-year rule really works, what the migration office checks and what you gain at the end
What the Turkey long-term residence permit is
The permit is defined in Articles 42 to 45 of Law No. 6458 on Foreigners and International Protection. It is issued by the Presidency of Migration Management (PMM, often still called Göç İdaresi) and has no fixed end date. You keep it as long as you don’t break the conditions that would cancel it
It is not citizenship. You keep your own passport, you don’t vote, and you cannot apply for public sector jobs. For many families, though, it gives exactly what they want: a secure status, freedom from renewal stress and a strong position for work and business
Eligibility: the eight-year rule explained
The core condition is eight years of uninterrupted residence on valid Turkish residence permits. “Uninterrupted” is the word that causes trouble. Gaps between permits, overstays and long trips abroad can all reset or shorten your count
Which permit years count
| Previous permit type | How it counts towards 8 years |
|---|---|
| Short-term residence permit | Counts in full |
| Family residence permit | Counts in full |
| Work permit (used as residence) | Counts in full |
| Student residence permit | Only half of the period counts |
| International or temporary protection | Does not open this route |
So someone who studied four years in Ankara on a student residence permit has two counted years, not four. We meet many graduates who are surprised by this and assume they are much closer to the finish line than they really are
The other conditions
- You have not received social assistance from the Turkish state in the last three years
- You have sufficient and regular income to support yourself and any dependants
- You hold valid health insurance
- You are not considered a threat to public order or public security
Time outside Turkey is the hidden condition. The office reviews your entry and exit records for the full period, and long single absences or a large total of days abroad are a common reason for refusal. Rules in practice focus on trips over six months and totals around a year, but PMM applies its implementing regulation case by case, so check your own record before applying

How to apply step by step
- Make sure your current permit is still valid and you have passed the eight-year mark using the counting rules above
- Download your entry and exit record and calculate your days abroad honestly
- Fill in the long-term residence form on e-ikamet and choose your provincial migration office
- Book and attend the appointment with original documents and copies
- Wait for the decision, which is made centrally and can take several months
- Collect or receive the card at your registered address once approved
Keep your existing short-term or family permit valid while the application is pending. If your old permit runs out during the review, renew it. Letting it lapse while you wait is one of the worst mistakes we see
Documents you will need
The exact list can differ slightly between provinces, but expect something close to this
- Application form printed from e-ikamet and signed
- Passport original and copies of the photo page and relevant visa pages
- Current residence permit card and copies of previous permits if requested
- Four recent biometric photos
- Proof of regular income, such as bank statements, payslips, pension or rental income records
- Valid health insurance policy
- Address registration document (yerleşim yeri belgesi) from e-Devlet or the population office
- Criminal record checks if the office asks for them
Income is judged against your household size. A single retiree with a stable pension is easy to assess. A freelancer with irregular foreign transfers needs a clearer paper trail, ideally covering at least the last year
Rights and limits after approval
Under Article 44 of the law, long-term permit holders enjoy the same rights as Turkish citizens, with several exceptions. You cannot vote or stand for election, you cannot enter public service, you are exempt from military service, and you don’t get the duty-free vehicle import rights citizens have. Social security rights follow the relevant legislation
One practical gain is work. Holders of a long-term permit can apply for an indefinite work permit under the International Labour Law, which is much more stable than renewing a standard work permit tied to one employer. Business owners also find banking and contracts easier when their status no longer has an expiry date
Family members
The permit is individual. Your spouse and children do not automatically get it, and each person must meet the conditions on their own record. Until then they usually stay on a family residence permit linked to your status, which keeps them legal while their own years build up

When the permit can be cancelled
Long-term does not mean unconditional. The permit can be cancelled if you are found to be a serious threat to public order or security. It can also be cancelled if you stay outside Turkey for more than one year without a break, unless the reason is health, education or compulsory public service in your home country
People who move back to their home country for a year or two and assume the card will be waiting for them are often disappointed. If you plan a long absence, get advice and keep documents that prove the reason
Long-term residence vs citizenship
Some clients only want long-term residence. Others really want a passport. The two routes overlap less than people think. Ordinary naturalisation generally needs five years of uninterrupted residence plus other conditions such as Turkish language and integration, and it is a discretionary decision. Turkish citizenship through investment skips the waiting entirely for people ready to buy property or invest the required amount
| Option | Typical wait | Main benefit |
|---|---|---|
| Short-term or family permits | Renewed every 1–2 years | Easy to obtain |
| Long-term residence permit | After 8 qualifying years | No expiry, stable status |
| Ordinary naturalisation | Often 5+ years of residence | Turkish passport and full rights |
| Citizenship by investment | Months, not years | Passport for the whole family |
If you are still in your first few years, the smart move is to protect your timeline now. Renew on time, keep your trips abroad short and keep income records tidy. Frequently Asked Questions
Is the Turkey long-term residence permit the same as permanent residency?
In practice yes. It has no expiry date and is the most secure residence status for foreigners in Turkey, short of citizenship
Do my student years count?
Only half of them. Four years on a student residence permit count as two years towards the eight-year requirement
Can I apply if I bought property in Turkey?
Yes, years spent on a property-based short-term permit count in full, as long as there were no gaps between renewals
How long does the decision take?
It varies by province and workload. Several months is common, so keep your current permit valid until you receive the result
Do I need to speak Turkish?
There is no formal Turkish language test for this permit, although basic Turkish makes the appointment and daily life much easier
